It's a marketing strategy to persuade people to buy the season pass, even if they may not like everything included. For example, in AC Odyssey, many people don't like the Legacy for the First Blade DLC, but have still bought the season pass because it included both DLCs and some cool additions like gear, mounts etc. These difficulty levels require you to play stealthily because you'll get absolutely wrecked if you get into open combat.
